How CCI France United a Fragmented National Training Network Under One Sovereign Learning Platform — Transforming Collaboration and Pedagogy Across 122 Chambers of Commerce and Industry

CCI France coordinates France’s network of 122 Chambers of Commerce and Industry, supporting local economies and vocational training. With 4,100 elected leaders and 14,000 employees, it serves 1.5M businesses and train 480,000+ people per year.

The Challenge

Despite its extraordinary scale, CCI France’s training network is very decentralized and was therefore operating in complete digital fragmentation. Each of the 122 establishments ran its own disconnected digital tools, with no shared learning infrastructure, no common resource catalog, and no mechanism for trainers and instructional managers across the network to collaborate or share pedagogical content.

Key challenges included:

  • Siloed organizations: each CCI operated independently, with its own disconnected tools and zero shared digital learning resources across the national network
  • Duplicated effort at scale: trainers across 270 training sites were independently producing equivalent content with no way to pool cost and efforts, share best practices, or co-create content
  • Heterogeneous digital maturity: skill levels ranged from very basic to advanced across thousands of trainers, demanding digital-literacy training and a platform accessible to all profiles simultaneously
  • No learning analytics at network level: there was no unified tracking of learner progress, course completions, or skills development across the 122 establishments
  • Complex multi-stakeholder user base: the platform needed to serve five distinct user profiles simultaneously — Administrators (1–10), Managers (10–100), Trainer-Contributors (1,000–15,000), – Learners, and Assessment Candidates — each with specific needs, roles, access levels, and freemium/premium subscription statuses
  • Data sovereignty requirements: as a French public institution, CCI France required a GDPR-compliant, open-source-first solution hosted exclusively on French sovereign cloud infrastructure, ruling out regular private SaaS LMS providers
  • Long-term vendor independence: CCI France needed to own its platform and data, avoiding dependency on any single commercial software publisher

The ambition of the 1001 Learning Journeys project (“1001 Parcours” in french) – built by CCI France and selected as a laureate of France’s national “France 2030 Compétences et Métiers d’Avenir” innovation programme – was to build a shared national learning ecosystem that would unify the network, eliminate duplication, empower co-creation, and set a replicable standard for the digital transformation of public-sector vocational training in France.

The Solution

CCI France selected Totara LMS-LXP as the backbone of their 1001 Parcours platform, integrated within a broader 13-component ecosystem purpose-built for the network’s needs.

  • Its multi-format content support (SCORM, H5P, xAPI, LTI, PDF, video) accommodated the full diversity of pedagogical resources across the network
  • Its open-source architecture directly met CCI France’s data sovereignty and vendor-independence requirements — a non-negotiable constraint for a public institution

Key use cases deployed:

  • Personalized learning paths: trainers across 122 CCIs use Totara’s drag-and-drop course builder to structure modular, skill-tagged programs adapted to their learners’ profiles
  • National trainer community network: Totara’s community spaces became the backbone of a national professional learning community, with discussion threads, resource sharing, and article co-creation enabling cross-CCI collaboration for the first time, integrated with a cloud drive and collaborative suite (Nextcloud)
  • Unified learning data: all Totara learning interactions are captured as xAPI statements in a centralized Learning Record Store, combined with data from across the full platform and potentially from other LMS of the network, powering BI dashboards that give CCI directors real-time visibility into learner engagement and progress at network scale
  • Single Sign-On across the full ecosystem: Totara is connected to a federated identity layer (Keycloak), making it the authenticated entry point for all platform components through a single login — dramatically reducing friction for non-technical users across the network
  • Integrated learning resource discovery: learners can search both CCI-internal resources and external educational sources (under Creative Commons or Copyrighted licenses) directly within the Totara experience, without leaving the platform
  • Skill-based education: Integration with an internal standardized test platform to evaluate skills before and during learning paths”
