How Enterprise Ireland created a single source of truth for learning with Totara

Enterprise Ireland is the Irish government’s trade and innovation development agency responsible for supporting Irish-owned businesses to start, grow, innovate, and scale in international markets.

The mission of Enterprise Ireland is to accelerate the development of world-class Irish companies to achieve strong positions in global markets resulting in increased national and regional prosperity.

The Challenge

Before the implementation of the eiAcademy with Enovation, learning and development at Enterprise Ireland faced several key challenges. Learning was largely transactional and manual, with no central system to support or prioritise organisational learning. There was no single place to host courses or capture learning activity, and Enterprise Ireland was not creating its own internal content or structured training programmes. As a result, learning was fragmented, difficult to access, and not consistently aligned with organisational or strategic priorities.

In addition, the absence of an LMS meant there was no scalable way to manage, track, or report on learning activity across a geographically dispersed workforce. Courses, learning records, and materials were spread across multiple platforms or managed offline, limiting visibility, consistency, and engagement.

Enovation helped overcome these challenges by implementing the LMS that provided a centralised “Academy”, now serving as the single source of truth for all internal learning.

The Academy also helped Enterprise Ireland to start creating its own bespoke training programmes while also integrating an external eLearning library to support a broader and more flexible learning strategy.

The Solution

One-stop shop

The implementation of the LMS with Totara Partner Enovation provided Enterprise Ireland with a single, centralised learning platform — the Academy — acting as the one-stop shop for all internal learning and development activity. All courses, learning materials, and resources are now housed in one accessible location, significantly improving visibility, consistency, and ease of access for employees.

 

Learning as an organisational priority

Through structured learning pathways, scheduled programmes, and clear visibility of available training, learning activity became more strategic and aligned to business and capability needs. The platform supports both mandatory and role-specific learning, ensuring a consistent and scalable approach to workforce development across the organisation.

Collaboration platform

With the introduction of Totara Engage, the LMS evolved into a knowledge-sharing and collaboration platform. Employees are now empowered to create, share, curate, and discover knowledge within their teams and across departments. This has enabled Enterprise Ireland to capture valuable organisational knowledge, reduce silos, and ensure that expertise, best practices, and insights are retained and shared rather than lost.

User-friendly design

The user-friendly design of the LMS significantly improved employee engagement with learning. The platform supports self-directed learning, social and collaborative learning activities, and access to both internally created content and an external eLearning library. The Academy is also integrated with Microsoft Teams, increasing opportunities to access learning.

 

The Results

Employees are now empowered to create and share knowledge within and across teams and departments.

Evidence of impact includes:

  • Over 30 internally created training sessions delivered between 1 January 2026 and 23 April 2026, representing 31% of all training sessions delivered during this period (30 of 94 total sessions).
  • 26 new workspaces created to support focused collaboration and knowledge sharing.
  • 230 new knowledge resources created since implementation.
  • Seven employees trained to design and create their own e-learning courses.
  • Four new courses currently in development, further expanding the organisation’s learning offer.
  • A dedicated Creation Room enables employees to produce high-quality videos and podcasts and has already been used to record more than 10 videos and one company-wide podcast, demonstrating early adoption.

Together, these outcomes have enabled Enterprise Ireland to move from fragmented, manually managed learning to a modern learning ecosystem where structured learning, knowledge sharing, and internally created content support organisational capability and continuous development.
