How CCI France transformed learning across 122 Chambers with Totara

CCI France coordinates France’s network of 122 Chambers of Commerce and Industry, supporting local economies and vocational training. With 4,100 elected leaders and 14,000 employees, it serves 1.5M businesses and train 480,000+ people per year.

The challenge

Despite its extraordinary scale, CCI France’s training network is highly decentralised and operated in complete digital fragmentation. Each of the 122 establishments used its own disconnected digital tools, with no shared learning infrastructure, no common resource catalogue and no way for trainers and instructional managers across the network to collaborate or share pedagogical content.

Key challenges included:

• Duplicated effort at scale: Trainers across 270 training sites independently produced equivalent content, with no way to pool costs and effort, share best practices or co-create content.
• Different levels of digital maturity: Digital skills ranged from very basic to advanced across thousands of trainers, requiring digital literacy training alongside a platform that was accessible to all user profiles.
• No network-wide learning analytics: There was no unified way to track learner progress, course completions or skills development across all 122 establishments.
• Complex multi-stakeholder user base: The platform needed to support five distinct user groups simultaneously: Administrators (1–10), Managers (10–100), Trainer-Contributors (1,000–15,000), Learners and Assessment Candidates. Each group required different roles, access levels, permissions and freemium or premium subscription statuses.
• Data sovereignty requirements: As a French public institution, CCI France required a GDPR-compliant, open-source-first solution hosted exclusively on French sovereign cloud infrastructure, ruling out traditional private SaaS LMS providers.
• Long-term vendor independence: CCI France needed to own its platform and data, avoiding dependency on any single commercial software publisher.

The ambition of the 1001 Learning Journeys project (“1001 Parcours” in French), developed by CCI France and selected as a laureate of France’s national France 2030 Compétences et Métiers d’Avenir innovation programme, was to build a shared national learning ecosystem that would unify the network, reduce duplicated effort, support co-creation and establish a common approach to digital vocational learning across France.

The solution

CCI France selected Totara LMS-LXP as the foundation of its 1001 Parcours platform, integrating it within a wider ecosystem of 13 connected components designed to meet the network’s requirements.

Key use cases deployed:

• Personalised learning paths: Trainers across all 122 CCIs use Totara’s drag-and-drop course builder to create modular, skills-tagged programmes adapted to their learners’ profiles.
• National trainer community network: Totara’s community spaces form the backbone of a national professional learning community, with discussion threads, resource sharing and article co-creation enabling collaboration across CCIs for the first time. The platform is integrated with Nextcloud, providing a cloud drive and collaborative suite.
• Unified learning data: Learning activity within Totara is captured as xAPI statements in a centralised Learning Record Store (LRS), together with data from across the wider platform and other LMSs within the network. This powers BI dashboards, providing CCI directors with real-time visibility into learner engagement and progress across the network.
• Single Sign-On across the ecosystem: Totara is connected to a federated identity layer through Keycloak, making it the authenticated entry point for all platform components through a single login, significantly reducing friction for non-technical users across the network.
• Integrated learning resource discovery: Learners can search both CCI resources and external educational sources, including resources available under Creative Commons and copyrighted licences, directly within the Totara platform.
• Skills-based education: Totara integrates with an internal standardised assessment platform to evaluate skills before and during learning paths.

The result

Network scale reached: 122 CCIs and 270 training sites are now served through a single unified platform.

From 0 to production: The full platform, comprising 13 integrated components, was developed between 2022 and 2025 and has been in production since Q1 2026.

Course creation: 18 new courses were created within the first three months.

Resources shared: 38 skills referentials, more than 100 pedagogical resources and more than 3,800 quizzes have been published and shared.

Communities active: 90 trainer communities have been created in Totara.

Learning data centralised: 100% of platform interactions from five sources are captured as xAPI statements within a single Learning Record Store (LRS).

Data sovereignty: The platform is hosted entirely on French sovereign cloud infrastructure (OVH), with no data exposure to third-party SaaS vendors.

Compliance: Full GDPR compliance has been achieved through Keycloak-managed consent and data minimisation by design.

Innovation recognition: The project was recognised as a laureate of the France 2030 – Compétences et Métiers d’Avenir AMI, a highly competitive national EdTech innovation call.

Technical innovation: The platform includes the first known deployment of a custom Matomo-to-xAPI bridge integrated into a Totara ecosystem, enabling behavioural analytics across a multi-component LMS architecture.
