Any work on live-line infrastructure requires verified technical qualifications \u2013 making workforce readiness not just an operational priority, but a safety and regulatory one.<\/p>\n<p class=\"p1\">The numbers tell the story: in 2022, the organisation employed roughly <span class=\"s1\"><b>3,000 people<\/b><\/span> but needs to scale to <span class=\"s1\"><b>7,000 by 2030<\/b><\/span>. External partner firms \u2013 responsible for construction and maintenance \u2013 must grow their qualified workforce fivefold in the same period. Meanwhile, physical infrastructure is expanding rapidly: substations must more than double from <span class=\"s1\"><b>290 to more than 700 by 2028<\/b><\/span>, and monthly photovoltaic connection requests have surged sharply. Germany\u2019s energy transition is not a future event; it is already exerting acute pressure on workforce capacity.<\/p>\n<p class=\"p1\">Further complexity comes from Bayernwerk Netz\u2019s decentralised structure of regional districts and customer centres across Bavaria. Any solution would need to enforce uniform qualification standards and regulatory compliance consistently across all distributed locations and audiences.<\/p>\n<p class=\"p1\">Yet before Bayernwerk Akademie was founded in 2024, no such system existed. Training relied on disconnected spreadsheets, manual booking processes, and paper-based records. There was no LMS, no structured qualification tracking, and no reliable way to identify skill gaps \u2013 let alone close them at scale.<\/p>\n<p class=\"p1\">The need was clear: one platform to manage learning, technical qualifications, and seminar logistics across an extended enterprise, with competencies visible, trackable, and auditable.<\/p>\n<h2><span class=\"s1\"><b>The Solution<\/b><\/span><\/h2>\n<p class=\"p1\">Bayernwerk Akademie, together with implementation partner LearnChamp, built an extended enterprise learning platform on Totara \u2013 designed from the ground up with structured competency and qualification management to ensure that only verified, qualified individuals can perform critical work on live-line infrastructure.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-large wp-image-77892 aligncenter\" src=\"https:\/\/totara.com\/wp-content\/uploads\/2026\/07\/bayernwerk-dashboard-lms-totara-768x1024.png\" alt=\"\" width=\"768\" height=\"1024\" srcset=\"https:\/\/totara.com\/wp-content\/uploads\/2026\/07\/bayernwerk-dashboard-lms-totara-768x1024.png 768w, https:\/\/totara.com\/wp-content\/uploads\/2026\/07\/bayernwerk-dashboard-lms-totara-225x300.png 225w, https:\/\/totara.com\/wp-content\/uploads\/2026\/07\/bayernwerk-dashboard-lms-totara.png 1086w\" sizes=\"auto, (max-width: 768px) 100vw, 768px\" \/><\/p>\n<p class=\"p1\">The foundation is Totara\u2019s multi-tenant architecture, extended through <span class=\"s1\"><b>22 custom plugins<\/b><\/span>. Tenants serve the Akademie itself, the Technical Training Centre (TTC), external customers and partner firms, systems and process training, health and safety content, and other E.ON group companies. Each tenant operates with its own courses and administrative permissions, while central oversight remains with the Akademie team. Learners experience a unified environment, while administrators gain precise separation of content and access rights.<\/p>\n<p class=\"p1\">Four organisational hierarchies reflect the full ecosystem: Bayernwerk Netz, partner firms, third-party organisations such as municipalities and energy providers, and Bayernwerk AG with its subsidiaries and E.ON affiliates. Over <span class=\"s1\"><b>150 dynamic audience rules<\/b><\/span> control access to courses and qualifications based on organisation membership, position, and prerequisite completions, automating user segmentation, enrolments, and visibility at scale. Employees of partner firms can request platform access independently through a tailored self-registration and approval workflow.<\/p>\n<p class=\"p1\">A custom competency achievement management plugin monitors progression, while bulk certificate generation and completion tracking produce auditable qualification evidence at scale \u2013 essential when every technician working on live-line infrastructure must hold current, verifiable certifications. Managers and administrators gain full transparency over workforce readiness, qualification status, and skill gaps through dedicated dashboards and custom reports.<\/p>\n<p class=\"p1\">Seminar and training management were fully digitised, replacing manual booking with structured workflows for scheduling, enrolment, and participation tracking across classroom-based and digital formats. LearnChamp built custom face-to-face extensions and a dedicated TTC enrolment plugin to handle the Technical Training Centre\u2019s booking logic \u2013 including prerequisite chains, capacity management, waitlists, and scheduling conflicts.<\/p>\n<p class=\"p1\">Totara connects completion of e-learning, seminar sessions, and blended activities directly to achieved competencies and operational permissions \u2014 adapted to a decentralised organisation spread across Bavaria.<\/p>\n<p class=\"p1\">The result is a single, auditable system of record that enforces uniform qualification standards and regulatory compliance across every organisational boundary.<\/p>\n<h2><span class=\"s1\"><b>The Results<\/b><\/span><\/h2>\n<p class=\"p1\">Since its launch in early 2024, the platform has scaled rapidly \u2013 and the numbers reflect it.<\/p>\n<p class=\"p3\">Bayernwerk Akademie now serves approximately <span class=\"s1\"><b>9,400 active users across 873 organisations<\/b><\/span>, connecting:<\/p>\n<ul>\n<li><span class=\"s1\"><b>298 internal business units<\/b><\/span><\/li>\n<li><span class=\"s1\"><b>221 partner firms<\/b><\/span><\/li>\n<li><span class=\"s1\"><b>294 third-party organisations<\/b><\/span><\/li>\n<li><span class=\"s1\"><b>60 Bayernwerk AG subsidiaries and E.ON affiliates<\/b><\/span><\/li>\n<\/ul>\n<p class=\"p1\">\u2026all on a single system of record.<\/p>\n<h3><span class=\"s1\"><b>Qualification at speed and scale<\/b><\/span><\/h3>\n<p class=\"p1\">The clearest before-and-after result is qualification throughput.<\/p>\n<p class=\"p1\">Previously, certified Industriemeister technicians were identified through hierarchical nomination, yielding just <span class=\"s1\"><b>20 to 30 candidates per year<\/b><\/span>.<\/p>\n<p class=\"p4\">Today, Bayernwerk identifies <span class=\"s1\"><b>140 Meister candidates annually<\/b><\/span><span class=\"s2\"> \u2014 a <\/span><span class=\"s1\"><b>sevenfold increase<\/b><\/span><span class=\"s2\">.<\/span><\/p>\n<p class=\"p1\">In partnership with IHK Regensburg, the programme itself was compressed from the standard <span class=\"s1\"><b>two years to just nine months<\/b><\/span>, made possible by platform data that revealed which competencies candidates already held.<\/p>\n<h3><span class=\"s1\"><b>Training operations transformed<\/b><\/span><\/h3>\n<p class=\"p3\">In <span class=\"s1\"><b>2025 alone<\/b><\/span>, the platform managed:<\/p>\n<ul>\n<li><span class=\"s1\"><b>1,335 seminar events<\/b><\/span><\/li>\n<li><span class=\"s1\"><b>More than 23,000 participant enrolments<\/b><\/span><\/li>\n<\/ul>\n<p class=\"p4\">For <span class=\"s1\"><b>2026<\/b><\/span><span class=\"s2\">, more than <\/span><span class=\"s1\"><b>1,000 events<\/b><\/span><span class=\"s2\"> are already scheduled.<\/span><\/p>\n<p class=\"p1\">Across the platform\u2019s lifetime, more than <span class=\"s1\"><b>35,000 participant enrolments<\/b><\/span> have been processed across <span class=\"s1\"><b>2,512 seminar events<\/b><\/span>, all through structured digital workflows that replaced entirely manual processes.<\/p>\n<h3><span class=\"s1\"><b>An extended enterprise, self-sufficient<\/b><\/span><\/h3>\n<p class=\"p1\">External partner onboarding, previously unstructured, now follows a standardised self-registration and approval workflow.<\/p>\n<p class=\"p1\">Partner firms and third-party organisations access the platform independently, booking staff into required qualifications without manual intervention from the Akademie team.<\/p>\n<h3><span class=\"s1\"><b>Compliance and audit readiness<\/b><\/span><\/h3>\n<p class=\"p1\">The competency framework tracks <span class=\"s1\"><b>more than 100 competencies<\/b><\/span> across the ecosystem.<\/p>\n<p class=\"p1\">Verified qualifications are centrally recorded, continuously tracked, and available as auditable evidence \u2013 a capability that did not exist before 2024.<\/p>\n<p class=\"p1\">With <span class=\"s1\"><b>165 custom reports<\/b><\/span>, managers can identify skill gaps, monitor workforce readiness, and ensure only certified personnel are assigned to critical live-line work.<\/p>\n<p class=\"p1\">Regulatory compliance, once difficult to demonstrate, is now built into daily foundation for the energy transition<\/b><\/span><\/h3>\n<p class=\"p1\">The platform now hosts <span class=\"s1\"><b>362 courses<\/b><\/span>, with <span class=\"s1\"><b>159 dedicated to the Technical Training Centre<\/b><\/span>, covering <span class=\"s1\"><b>12 technical qualification domains<\/b><\/span>, including high-voltage (110kV), gas, and academic pathways.<\/p>\n<p class=\"p1\">What began as a response to an acute workforce challenge has become the qualification infrastructure Bayernwerk depends on to scale its people alongside its grid.<\/p>\n<\/div>\n
